Summary:

This Project is carried out by the international business consortium made up of Spanish companies HIDRIA and INGENNUS and Uruguayan company DOSA. It aims to prepare a Strategic Plan for the city of Fray Bentos and the Exfrigorífico Anglo, recently declared World Heritage Site by UNESCO, under the heading of Industrial Landscape.

The Exfrigorífico Anglo occupies an area of ​​275 ha. and it is property of the Regional Government. There, industrial production of canned meat was developed in the XIX-XX century. In addition to an unquestionable economic and social imprint in the area, it has left an important historical heritage legacy, recognized with the UNESCO designation. In recent years, in addition, there has been a re-functionalization of the area towards issues related to science, technology and innovation.

To ensure proper management and planning, allowing the conservation and sustainable development of the Fray Bentos Industrial Landscape, it is necessary to develop a plan, prepared in a participatory manner, in which are defined the main action lines linked to tourism, heritage. education, etc., and the roadmap to carry them forward.

The scope of the work to be developed is:

Background analysis and territorial diagnosis

  • Updating of territorial planning and sustainable development instruments.
  • Social and economic analysis of territory: demography, health, safety, living conditions, labor market, etc.
  • Analysis of the current tourism situation: demand, evolution, existing offer.
  • Analysis of the planned investments in Patrimonial Site, city of Fray Bentos and its area of ​​influence.
  • Evaluation of Patrimonial Site facilities uses, its current status and its future vocation.
  • Interviews with local agents and online questionnaires

Definition of strategic objectives, intervention proposal and strategy

  • Participatory definition of strategic guidelines for the development of Patrimonial Site and the city of Fray Bentos.
  • Definition of strategic objectives that take into account efficiency, effectiveness and costs criteria.
  • Develop an intervention strategy and specific intervention proposals.
  • Prepare guidelines for intervention in industrial and residential buildings of FBIL.

Preparation of 5 pre-projects and business plans of selected initiatives

  • Prioritize and select 5 projects that have possible financial sources for their execution and carry out architectural, infrastructure, and facilities preliminary plans.
